Cecil was born about 1897 in Coopersale, Epping. He was the son of
James and Elizabeth Oakley, of Station House, North Weald.
He later resided at North Weald, and his name is commemorated on the
war memorial at North Weald Church.
His father was the station master at North Weald station.
Cecil’s occupation was recorded as a merchant broker’s clerk.
